Metrics and Enhancement Strategies for Grid Resilience and Reliability during Natural Disasters

Natural disasters pose significant threats to electrical grid infrastructure. This paper reviews existing metrics for quantifying grid resilience and reliability under extreme events and proposes additional measures to capture recovery speed and critical load prioritization. We evaluate a range of enhancement strategies — including microgrid deployment, distributed energy resources, hardening of critical infrastructure, and advanced communication and control systems — and assess their effectiveness in improving grid performance during and after disaster events.
